GMRL's financial model is built on media rights income as the primary revenue stream. Two competitive offers are in hand from established media rights counterparties, either of which delivers a self-sustaining model from the first fixture. GMRL holds a secured lease from the freeholder — the venue, its assets, and the operating infrastructure are in place.
Media rights income flows directly to GMRL as the licensed operator. Both offers include guaranteed minimum payments per fixture, multi-year terms, and production cost coverage. Limited direct staff for racing operations. Revenue supports the wider venue ecosystem — F&B, hospitality, events, and community.
GMRL leases the racecourse from the freeholder (CCRL) under a secured agreement. No legacy debt. No assumed liabilities from any prior entity. The operating cost base is lean — racing staffing is provided through the existing management company (CCM), with F&B and events run separately through Chelmsford City Entertainment.

GLEL is a tenant entity in administration. The majority of GLEL's debt is secured against land within the wider estate. Protecting and realising the value of that land is the single most important priority for creditors. A functioning racecourse directly supports that objective.
The principal creditor exposure relates to development land with significant planning consent. A functioning, active racecourse underpins the value of the surrounding estate. A dark venue — with no racing, no footfall, and no commercial activity — erodes land values and undermines the recovery position for all creditors.
The Holmes family, the freeholder and operating partners are themselves significant creditors in the GLEL administration. They are not parties who extracted money from the business — they are the people who invested in it. Their interests are directly aligned with all other creditors in maximising recovery from the estate.
Administration is a statutory process designed by Parliament to protect creditors and rescue viable businesses. Licensing GMRL to operate racing supports that process by maintaining commercial activity at the venue. A licensed operator generating revenue at Chelmsford is the best possible backdrop for the administration to achieve its objectives.
Without a licensed racing operator, the racecourse sits dark. No media rights revenue. No racing-driven footfall. No commercial activity to sustain the wider estate. An empty racecourse does not improve the creditor position — it undermines it. Licensing GMRL is the most direct route to protecting creditor recovery.
Granting GMRL a licence is the single most effective step available to protect creditor interests. A functioning racecourse generates the activity, revenue, and commercial momentum that sustains land values across the estate. Without racing, the creditor position deteriorates — land values erode, commercial activity ceases, and the recovery prospects for all parties diminish.

GLEL's administration is a historical fact that exists regardless of who operates Chelmsford going forward. The question is not whether that history looks uncomfortable, but what outcome best serves the racecourse, the sport, creditors, and the public.
